Hitler on 3rd September 1933, at the closing of the Party Rally in Nuremberg, quoted by Horkenbach, 1933. The full text reads:
'This made the method decisive by which we would find such men who, qualified by inheritance, could act as successors to the original creators of our national essence and preserve it. There was only one possibility here: we could not derive capacity from race but had to draw the conclusion that the presence of capacity assured the existence of racial qualifications. Now capacity was determined through the sort of reaction an individual demonstrated to a newly proclaimed idea.
